2 cops in trouble over ‘exes’

A POLICEMAN is accused of splashing water on two members of a TV crew who wanted to interview him after his arrest last Saturday. SPO1 Eduardo Seno allegedly mauled his former girlfriend and pointed a gun at her friend in Barangay Sambag 2, Cebu City. “He should have never done that. As a public servant, one must be accessible to the media every time,” said Senior Supt. Edward Carranza yesterday. Carranza is head of the Police Regional Office (PRO) 7’s directorial staff. He said Seno, who is assigned in Complaints and Referral Monitoring System, will undergo a pre-charge evaluation. Lesley Vestil, a reporter of ABC 5, told Sun.Star Cebu they were supposed to get Seno’s side when he suddenly sprayed them with water. “Nabasa gyud ‘to pag-ayo ang usa ka reporter ug among camera (Our reporter and the camera got drenched). Makabantay gyud ka niya nga hubog siya (It was also apparent that he was drunk),” she said. The incident happened inside the Cebu City Police Office (CCPO) Station 2.
Possible complaints
Earlier that day, Seno, a 39-year-old native of Sogod, Cebu, allegedly knocked on Arnel Mack’s establishment in Sambag 2, and ordered him to come out. When Mack faced Seno, the policeman allegedly pointed a gun at his face and demanded to see Genelyn Labaja, Seno’s 36-year-old ex-girlfriend. Mack told police he believes Seno is jealous of his close relationship with Labaja. Seno allegedly followed Labaja, who went out to buy medicine. He then allegedly dragged and ripped her clothes in public. Labaja told police she broke up with Seno in 2011 because he was violent. Labaja and Mack will file complaints against Seno, who could also be charged with violating a city ordinance for drunkenness, the election gun ban and physical injuries. In another incident, Cebu City Prosecutor Alex Gabud found enough evidence to indict a 26-year-old police officer for allegedly mauling and sexually assaulting his former live-in partner. Mario (not his real name) was charged with violating Republic Act (RA) 9262, or the Anti-Violence against Women and Children Act of 2004. Bail was set at P10,000. Section 3 of RA 9262 provides that violence committed against women covers all acts carried out against a wife, former wife, a woman with whom the accused has had a sexual or dating relationship, or with whom he has a child.
‘Fabricated’
Sun.Star Cebu is withholding the identities of the parties involved because the law prohibits naming them. In his counter-affidavit, Mario accused Angel, 24, of making up the story. He said they had a fight, which was normal, and he denied hurting or molesting her. The prosecutor did not withdraw the complaint even though Mario presented an affidavit of desistance from Angel. “(This) cannot be given consideration in as much as the affidavit of desistance was not subscribed and sworn to before a public prosecutor and the letter to City Prosecutor Nicolas Sellon was not stamped received by this office,” said Gabud in his resolution. “Thus, insofar as this office is concerned, these documents cannot be given weight and do not constitute a valid defense,” he said. On Sept. 7 last year, around 12:10 a.m., Angel said she received a call from Mario. The accused ordered her to open the gate, to which she obliged. Angel returned to her room, but Mario followed her and the latter kissed their son several times. “I warned him because he was reeking of liquor,” she said. The police officer allegedly got mad and they argued. He allegedly mauled her and ordered her to do lewd acts. When Angel refused, he allegedly raped her.
